It's simple really. Sony doesn't ship much copies of Gravity Rush because it's a niche japanese game that's not meant to sell gangbusters. The sequel to this game came out yesterday and people were buying shipped Gravity Rush copies leading up to Gravity rush 2 release. Thus leading to a little shortage for some sellers.
30 fps locked, it’s in the end of my backlog list. First I need to take care of PS4 games that are running at 60 fps now. You get the Pro enhancements which is 2160p geometry, that's it though. It’s strange that gravity rush 1 is 60fps, and 2 is 30fps, but it is a remaster.
